For example, if I have a library that can’t open a new database connection and so I have to wrap all my SQL with something like:

So in other words, the actual string that is going to be sent to the database server is not the business logic of your code, it is a call to a database stored procedure, which is a very static piece of SQL.
You are right that in most cases, the database server shouldn’t have to do any thinking, but there are some edge cases where it makes sense for the database server to know whether it is using an in-memory cache or a physical file and needs to consider that.
That is not your call to make, the database server will always fall back to a physical file if
