Vasile Voiculescu was born in Sinaia, the Romanian capital city, and raised in the city of Alba Iulia. He was educated at the Lyceum of Alba Iulia.During the Second World War, Voiculescu fought with the Romanian Army against the Soviet Union (1941–1944), and he was wounded. After that, he taught at the high school in Sinaia and worked as a journalist in the Ministry of Foreign Affairs (1944–1956). Early in his career he was a renowned comedian, a poet, and a writer. He was the owner of the The Harghita Press (1960–1984). In the 1980s, after communism collapsed, he entered politics and became a delegate of Transnistria to the Romanian Parliament.

His most notable literary works include the novel The Lostriţă, a set of short stories based on traditional themes and morals, the short stories from the life and works of writer Ion Creangă, and his autobiographical novel, Zilele mele.Other notable works include the poem Duşa de dantelă (The Peacock’s Tail), a play, two short film scripts, and the trilogy Grădina lui Costel (The Garden of Costel) about Ion Creangă, Viva voce (1962), Vremuri de ieri, vreo cădere în vise.
